Education Cabinet Secretary Julius Ogamba has directed the Kenya Universities and Colleges Central Placement Service (KUCCPS) to reopen placement applications for eligible students who missed the 2026/2027 application deadline. 


The move aims to ensure no qualified learner is excluded from higher education opportunities. 


The directive follows the release of placement results showing that tens of thousands of students who qualified for university admission did not participate in the initial application exercise.

Education Cabinet Secretary Julius Ogamba has instructed KUCCPS to develop a mechanism that will allow eligible students to submit late applications for university and college placement.


Speaking during the release of the 2026/2027 placement results, Ogamba said the government remains committed to ensuring that every qualified learner has an opportunity to access higher education.


He acknowledged that while some students deliberately chose alternative education or career pathways, others may have missed the application window because of unforeseen circumstances.


The Cabinet Secretary emphasized that no eligible student should be left behind. He urged all candidates who failed to apply during the initial application period to take advantage of the new opportunity once KUCCPS announces the reopening.

Thousands of Qualified Students Missed University Placement

The directive follows the publication of KUCCPS placement results for 293,869 students admitted to universities, colleges, and other tertiary institutions.


The figures also reveal that a significant number of degree-qualified students did not secure university placements through the current exercise.


Out of 980,535 candidates who sat the 2025 KCSE examination, 268,729 attained the minimum university entry grade of C+ and above. However, only 202,133 secured degree placements.


Another 8,915 students who qualified for university admission opted to pursue TVET and other non-degree programmes.


That leaves approximately 57,681 degree-qualified candidates without university placements through the current KUCCPS exercise.

Government Wants to Trace Missing Applicants

Ogamba believes many of the students who missed placement may have pursued alternative opportunities.


These include joining disciplined forces, enrolling in universities as self-sponsored students, studying abroad, or choosing other education and career paths.


To establish the exact position, the Cabinet Secretary directed KUCCPS to identify all eligible students who failed to submit applications and publish the findings.


The agency must also create a framework that allows those students to apply after the initial deadline.


The initiative aims to provide a second opportunity for eligible learners who still wish to pursue higher education through KUCCPS.

Transfer Window Extended

The Cabinet Secretary also announced changes affecting students who have already received placements.


The inter-university transfer period has been extended from two weeks to one month.


The extension will give students additional time to review their placements and request changes to institutions or programmes that better match their career goals.
