  • Beneficiaries still within the official loan repayment grace period.

Once a borrower fully clears the loan balance, HELB issues a Certificate of Clearance instead of a compliance certificate.

2. Non-Loanee Compliance Certificate

This certificate is issued to individuals who never benefited from a HELB loan.

Step 1: Log in to the HELB Student Portal

Visit the HELB Student Portal and sign in using your registered email address and password.

Step 2: Complete Your Profile

After logging in successfully:

  • Access your student dashboard.
  • Fill in all the required personal information.
  • Save your updated profile before accessing HELB services.

Step 3: Access the Services Menu

From the dashboard:

  1. Open the HELB Menu.

  3. Select Compliance Certificate.
  4. Click Get Certificate.
