The Ministry of Education has opened the Higher Education Financing (HEF) application portal for first-time applicants following the release of the 2026/2027 KUCCPS placement results. 


Students placed in universities, TVET institutions, colleges, and other tertiary institutions can now apply for government scholarships, tuition loans, and upkeep support.


Eligible applicants can submit their applications online through the Higher Education Financing portal or the Higher Education Loans Board (HELB) portal. No printed application forms are required.

Ogamba urged eligible students to apply immediately, saying early applications will ensure timely processing of scholarships, loans and upkeep support.

How to Apply for Higher Education Funding

1. Log in to the HEF Portal

Access the Higher Education Financing portal using your existing account.

  • If you registered using your KCSE Index Number and now have a National ID, update your profile instead of creating a new account.
  • Ensure all your personal details are accurate before proceeding.

2. Complete Your Funding Application

Fill in the online application form and select the funding you wish to apply for:

  • Government Scholarship
  • Higher Education Loan
  • Both Scholarship and Loan

Review all the information before submitting your application.

3. Submit Your Application

Submit the completed application online.

Printed forms are not required, as the entire process is conducted electronically.

4. Save Your Confirmation

After successful submission:

  • First-time applicants will receive a PDF confirmation via email.
  • Returning applicants will receive an SMS containing their application serial number.

Keep the confirmation safe for future reference.

5. Beware of Fraud

The Ministry of Education has warned applicants that:

  • HEF and HELB do not charge any application fee.
  • Students should report anyone demanding payment to facilitate funding applications.
